Lieutenant Scott Bartell - Community Services Division Commander

Lieutenant Scott Bartell joined the Florham Park Police Department as a police dispatcher in 1993.  

Lieutenant Bartell was hired in 1997 as a Patrolman and attended the 50th Basic Police Class at the Morris County Police Academy.  Following graduation, he served in the Patrol Division as a patrol officer until 2009 when he was assigned to the Division of Investigation as a Detective.  During his assignment as a detective, he served as the department juvenile officer and was assigned temporarily to the Morris County Prosecutor’s Office Narcotics Task Force as a task force officer on a multi-jurisdiction narcotics investigation. 


In 2011, Lieutenant Bartell was promoted to the rank of Sergeant where he supervised the Community Policing Division.  During this time, he supervised all community policing functions and was the assistant accreditation manager for the initial accreditation of the Department.

In 2016, Lieutenant Bartell returned to the Division of Investigations where he served as a Detective Sergeant until his promotion to the rank of Detective Lieutenant in February of 2017.


In July of 2017, Lieutenant Bartell returned to his community policing roots to command the Community Services Division.  In this position, he is responsible to the Department’s school based policing programs as well as all community outreach programs including neighborhood watch.  He also serves as the accreditation manager for the department’s ongoing NJSACOP accreditation program.  Additionally, he is the public information officer for the department.

In February of 2018 Lt. Bartell was assigned to lead the Support Services Division of the Florham Park Police Department.  This assignment includes continued oversight of the Community Policing Bureau as well as Information Technology, Records Management, and Fleet Management.


Since beginning his law enforcement career, Lieutenant Bartell has served the Florham Park Police Department in various roles including DARE Officer, School Resource Officer, GREAT instructor, bicycle patrol officer, TAC Officer, and crisis negotiator.  Over the course of his career, Lieutenant Bartell has attended several specialized training programs including FBI and Texas State University Crisis Negotiations, Top Gun Narcotics, and the prestigious NJSACOP Command & Leadership Academy. Lieutenant Bartell remains a certified Emergency Medical Technician (EMT).
