Community Policing Unit & Support

The philosophy
and organizational strategy of Community Policing shall promote a
partnership between the community, businesses, government, the
media, and law enforcement designed to reduce crime and improve the
overall quality of life.
This strategy
promotes cooperation and positive thinking and strives to establish
a bond of trust between the Department and the entire community. The
philosophy shall also encourage the community to determine its own
needs through the exchange of ideas and problem solving techniques.
This policing approach will reduce the fear of crime and implement a
proactive, coactive patrol. It will also increase face-to-face
contact with the general public and serve to reduce tensions with
police. This policing philosophy strives to change attitudes towards
police officers and project a more positive image of the Police
Department.
The Community
Policing Unit is made up of full-time Community Policing Officer to
satisfy the needs of the Unit.The Support Division is designated by
the Chief of Police to supervise personnel assigned to the Community
Policing Unit. This Unit will be under the operational direction of
Support Services Supervisor. The goal of this separate Unit will be
to address issues that negatively impact the public welfare and
quality of life in the community. The Department's exterior
communications and the dissemination of information fall under the
auspices of the Community Policing Unit.
The Community
Policing Unit is responsible for presenting public safety seminars,
including but not limited to, programs addressing students in our
local schools, senior citizen groups, minority groups,
parent/teacher organizations and crime prevention groups. In
addition, this unit will address, on a regular basis, all civic
groups and local business organizations in an effort to open lines
of communication, listen to their concerns and assist them in
identifying their needs. This attention to quality of life issues
shall work to decrease the amount of service calls received by
Patrol Division.
The Community
Policing Unit has developed a Police/School Partnership Program. The
program shall increase student awareness and respect for the legal
process and present a realistic image of police officers in the
community. The program will help students understand the concept of
justice and display the "human Component" of police officers. The
program will strive to reduce the problems of juvenile drug use,
violence, and other juvenile crime in the community.
The Community
Policing Unit analyzes and review on a regular basis the
department's crime trends and statistical data accumulated by the
computer aided dispatch system, along with any other information
that is available. The Unit will use this information to identify
problems from isolated geographical areas in town that need
everything from additional patrols to seminars to educate the public
on specific laws. This information will be utilized by the Chief's
Office to establish current strategies and allocate police resources
to improve the efficiency and effectiveness of the Police
Department.
The Community
Policing Unit is able to take advantage of this open line of
communication with the public to collect and gather information. The
Unit makes every effort to accumulate information on criminal
activity from the public. This, of course, includes information
gathered from law-abiding citizens, as well as the criminal element.
This shall be accomplished by dramatically increasing the
face-to-face contact officers have with the public utilizing foot
patrol and bike patrol.
The Community
Policing Unit utilizes every police resource available to assist
them in enforcing the law. The unit develops a rapport with
employees from other public departments within the Borough of
Florham Park and seek their assistance when appropriate. The
Community Policing Unit also employ these other resources and work
in concert with other departments within the town for the benefit of
the town, thus accomplishing the Unit's goals, i.e. 4th of July,
Broom Day, emergencies etc.
The Community
Policing Unit developed a mission statement that clearly defines the
Division's goals and objectives. The Community Policing Unit takes a
total quality management approach and encourages all officers to
constantly and relentlessly think of innovative and progressive new
ways to accomplish the goals and objectives established by the
Division's mission statement.
COMMUNITY POLICING INVOLVES YOU!
The Florham Park
Police are asking residents and the business community to become
involved. The Community Policing Unit will be working in
neighborhoods and with local organizations with the objective of
preventing activities by making it undesirable for criminals to
violate homes and businesses. The Community Policing Unit will use
the following methods:
Neighborhood Watch Programs Direct
participation by residents of particular blocks or areas --
immediate reporting by citizens of anything or anyone that appears
suspicious or out of the ordinary to the Police Department.
Home and
Business Surveys The Community Policing
Unit will visit homes and businesses, upon request, to provide
information regarding the different methods available to make homes
and work places more secure.

Information The Florham Park Police Department requests
your assistance in supplying us with the following information, so
that in Emergency situations, such as injury to a family member,
fire or lost child etc. the Police Department will be able to locate
you or the person(s) you have designated.

Information Dissemination Information
pertaining to suspect individuals, vehicles, or areas of criminal
activity will be distributed to participants to the Neighborhood
Watch Groups.
Portable
Burglar Alarms The Police Department has available to
residents three (3) portable burglar alarms for use while on
vacation. (Reserve in advance)

DARE
Program The DARE Program instructs students from ages
kindergarten to eighth grade, approximately 1000 students, 300
classes per year. The transition of our town into the millennium has
created the need of police presence due to the rise of drugs
nationwide and student violence.

Bicycle
Patrol The enforcement and visibility of bicycle patrol
is designed for the months of March 1 to November. Each year bicycle
patrol has proven to be one of the most positive components of
public relations. The need for the bicycle to be deployed everyday
is essential.
Crime
Prevention The crime prevention unit determines crime trends
assist in home. Evaluation and surveys help establish an open
communication with our civic groups and also establishes and works
with our neighborhood watch groups.
Public
Speakers The officers assigned to the Community Policing
Unit are all trained for professional speaking in any area. If the
officer is not comfortable with the subject matter, he or she will
research it and prepare a lesson.

Concerned
citizens must take the initial step toward the Neighborhood Watch
Program. Volunteers are needed to form Neighborhood Watch Groups and
to serve as block or area leaders. Florham Park is a safe place to
